Biodiversity Net Gain (BNG)

BIODIVERSITY NET GAIN IS NOW MANDATORY FOR MOST DEVELOPMENTS, AND FOR SMALLER SITES FROM APRIL 2024

With the introduction of Biodiversity Net Gain (BNG) regulations in England, ensuring measurable improvements to biodiversity is now mandatory for many projects.

What is BNG?

BNG is a policy framework that requires development projects to leave the natural environment in a measurably better state than it was before. This is achieved by quantifying the existing (baseline) biodiversity value of your site, offsetting any losses due to development, and implementing measures to achieve a minimum 10% net gain, creating more and higher quality habitats for wildlife, ultimately reversing biodiversity decline.

Why is BNG necessary?

Habitat loss is a critical threat to our planet’s ecosystems. BNG addresses this by ensuring development contributes to ecological recovery, not further loss.

As of February 2024, BNG is mandatory for certain development projects in England and for smaller sites from April 2024. This policy reflects the urgent need to reverse biodiversity decline.

How do BNG assessments work?

  1. Baseline Survey and Condition Assessment: The first step is to conduct a comprehensive assessment of your site’s current biodiversity status. This typically involves identifying:
  • Habitat types and their condition
  • Species present and their conservation status
  • Connectivity with surrounding green spaces
  1. Desk Study:We gather existing data on your site and surrounding area, including habitat types, potential protected species, designated sites and examine Local Plans and relevant policies.
  2. Pre- and post-development calculations:Using the government-approved metric, we calculate the biodiversity value of your site before and after development, based on your proposed development plan. If you don’t yet have detailed plans, we can advise on how you can achieve the required Net Gain.
  3. Net Gain Plan:We collaborate with you to design a plan that achieves a 10% net gain or more through habitat creation, enhancement, or offsite compensation.
  4. Reporting and Compliance: We prepare a comprehensive report outlining your BNG plan and demonstrating compliance with regulations.

What if your project doesn’t achieve a 10% Net Gain on site?

If your project cannot achieve the required BNG on site, the next step would be to deliver compensation off-site, through habitat creation/enhancement, including via habitat banks, with public and private landowners. As a last resort, BNG can be secured through financial contributions in discussion with relevant stakeholders and your Local Planning Authority.
